Distribution Rules

The money that we collect through UK licensing is distributed to the performer and recording rightsholder members we represent according to the UK Distribution Rules, as approved by the PPL Board (and, where relating to the distribution of performer income, the Performer Board). VPL’s UK distributions operate according to the VPL Distribution Rules approved by the VPL Board. The PPL Board has also approved a separate set of International Distribution Rules which apply to the distribution of revenue we collect from abroad. PPL UK Distribution Rules

The PPL UK Distribution Rules are organised into 16 rules and 5 schedules. Rules 1 to 5 and rule 16 provide important information to help understand and interpret other rules or set out criteria used to determine whether a sound recording or a performance qualifies to receive allocations. Rules 6 to 15 set out the process that PPL follows to allocate or pay out revenues.

PPL UK Distribution Rules Schedule 1: Sound Recording Qualification

Alongside Rule 3, of the UK Distribution Rules, Schedule 1 provides further information on the criteria that PPL applies to sound recording qualification.

PPL UK Distribution Rules Schedule 2: Performances

Sets out the criteria to determine whether a person’s contribution amounts to them being a Performer in relation to a particular track.

PPL UK Distribution Rules Schedule 3: Performer Qualification

Sets out the criteria to determine whether a Performer on a sound recording (as determined by reference to Schedule Two) qualifies for equitable remuneration.

PPL UK Distribution Rules Schedule 4: Record Company Allocation Rules

Sets out how the relevant revenues from UK licensing are allocated to the accounts of a particular record company or particular record companies.

PPL UK Distribution Rules Schedule 5: Performer Allocation Rules

Sets out how the relevant revenues from UK licensing are allocated to the accounts of a particular performer or particular performers. This includes details of the proportion allocated to featured and non-featured performers.

PPL International Distribution Rules

The rules applicable to the distribution of monies collected by PPL from collective management organisations (CMOs) in respect of the exploitation of PPL members’ rights outside of the United Kingdom.

VPL Distribution Rules

The VPL UK Distribution Rules are organised into 12 rules and 2 schedules. Rules 1 to 4 and rule 12 provide important information to help understand and interpret other rules or set out criteria used to determine whether a music video qualifies to receive allocations. Rules 5 to 11 set out the process that VPL follows to allocate or pay out revenues.

VPL UK Distribution Rules Schedule 2: Member Allocation Rules

VPL’s policy regarding how monies allocated to a Music Video in respect of the exercise of the UK Rights in that Music Video shall be allocated amongst the Members who are entitled to remuneration in respect of that Music Video.
